Its not really clear what you trying to do or describe? Problems come from cities and dwelling you physically can see in the editor that you placed on land or water. Picture, either you have acheived something that none has seen before as water cities or you have simply tried edited the models in the mod editor. Dwarves get Giants, Elves get Fey, Orchs get Archean. I really liked the idea of letting the Goblins have Naga as their allies. I have a dwelling set at strong near each leaders home city. Naga dwellings just don’t appear when the game is launched. There are no building options in that menu in game.
Halfling cities appear in game as Mermaid dwellings, or Goblin cities and cannot be developed. I’m only having trouble with Naga and halflings.
